VPNs require written permission from the Ministry of National Security. Foreign companies pay roughly eight times the local rate. The Reality
TurkmenTelecom controls the only international internet gateway. For foreign companies, a 10Mbps international connection costs approximately $4,561 per month — versus ~$570 for a local firm for the same service. A 2Mbps circuit carries a €3,800 MRC, with €1,600 connection fee. Actual delivered speeds are often lower than contracted. Sites are blocked without announcement.
As of mid-2025, VPN restrictions have tightened further. Authorities monitor traffic and employ tools to detect and block VPN usage. Exceptions require a formal MNS investigation. Reports from April 2025 describe a gray-market VPN "whitelist" business where corrupt officials charge $2,000/month for uninterrupted connectivity.
How the Process Works
For an international company that genuinely needs internet access in Turkmenistan:
- Prepare a formal application letter to the General Director of TurkmenTelecom
- Attend meetings with TurkmenTelecom representatives to clarify requirements
- Sign an official agreement — nobody is legally permitted to resell internet in Turkmenistan
Minimum lead time: 90 days. TurkmenTelecom does not offer ready commercial services. Each connection is a custom project. We've managed this process through trusted regional partners with language capability and in-country relationships — people willing to make the trip and sit in the meetings.
On infrastructure: Turkmenistan operates eight international fibre-optic trunk lines, with plans to expand to eleven by 2028. A Trans-Caspian Fibre project alongside Azerbaijan is in development. These facts don't change the enterprise buying experience.
